Senior Digital Regulation & Policy Consultant

About the role

EY is looking for a Digital Regulation & Policy Consultant to join its growing consulting team in Vilnius. The role works on high-impact international projects at the intersection of technology, regulation and public policy, supporting governments, national regulators and international development organisations in shaping regulatory frameworks for innovation, fair competition, consumer protection and trusted use of technology. Projects cover AI, digital services and markets, electronic communications, cybersecurity, data governance, digital infrastructure and international connectivity across Europe, Asia and Africa.

Key responsibilities

• Support consulting engagements on digital regulation, technology policy, electronic communications and digital infrastructure.
• Carry out research, data collection and analysis of technology markets, regulatory frameworks and industry trends.
• Analyse legislation, regulations and policy documents and prepare recommendations for clients.
• Contribute to strategies, roadmaps, action plans and policy papers.
• Prepare reports, presentations and other client deliverables, explaining complex regulatory and technical topics clearly.
• Take part in stakeholder interviews, workshops and consultations with regulators, ministries, international organisations and market participants.
• Work with EY professionals and international subject matter experts across several countries.
• Support business development, proposals and project pursuits.

Required profile

• University degree in Law, Economics, Public Policy, Telecommunications, Engineering, Information Technology, International Relations, Business Management or a related field.
• Relevant professional experience in consulting, regulation, public policy, digital transformation, telecommunications, technology or a related area.
• Fluent written and spoken English.
• Interest in how AI, digital platforms and telecommunications are regulated and governed.
• Comfortable working in an international, multicultural environment and with public sector, international and private sector stakeholders.

Required skills

• Strong analytical and research skills, including reviewing legislation and policy documents.
• Ability to structure complex problems and communicate clearly to technical and non-technical audiences.
• Experience using AI-powered tools for research, analysis, content development or problem solving.
• Excellent presentation and report-writing abilities.
