Deputy CEO / Regional COO – Payments & Financial Services

About the role

Telcoin Europe UAB is seeking a Deputy CEO who will act as the Regional Chief Operating Officer for its payments and financial services business across Europe. Based in Vilnius, the role combines strategic leadership with hands‑on operational oversight to drive growth, efficiency and regulatory compliance.

Key responsibilities

• Lead and coordinate day‑to‑day operational activities across all regional business units.
• Execute the company’s strategic objectives while ensuring smooth operational performance.
• Develop, optimise and govern operational processes, internal controls and compliance frameworks.
• Support market expansion and manage cross‑border operational projects.
• Build and maintain relationships with banking partners, payment service providers, schemes and other financial institutions.
• Oversee implementation and optimisation of payment products and related processes.
• Drive operational efficiency through automation, process improvement and performance management.
• Manage external service providers and strategic partners.
• Support regulatory projects and ensure operational readiness for new financial products.
• Monitor operational risks and implement mitigation measures.
• Prepare and present management reports on operational performance to senior leadership and the Board.

Required profile

• Minimum 3 years senior management experience within regulated financial services.
• Strong experience in traditional payments and familiarity with European payment regulations (PSD2).
• Proven ability to lead cross‑functional and international teams.
• Excellent stakeholder management, negotiation and project/programme management skills.
• Ability to thrive in a fast‑growing, technology‑driven environment.
• Resident of Lithuania and fluent in English (written and spoken).
