Senior Legal Counsel – Regulatory and Business Support

About the role

Huawei is seeking a Senior Legal Counsel to support regulatory and business activities across the Baltic region. Based in Vilnius, you will work closely with business units, regional legal teams and public affairs to ensure compliance with evolving EU and national regulations.

Key responsibilities

• Monitor and analyse EU and national legal developments in Lithuania, Latvia and Estonia.
• Provide advice on cybersecurity, electronic communications, critical infrastructure, national security and ICT supply‑chain regulation.
• Identify regulatory measures affecting market access, suppliers, technologies or products.
• Support legal matters related to renewable energy and other clean‑energy technologies.
• Advise on public procurement, administrative proceedings and regulatory consultations.
• Coordinate with business teams, regional legal colleagues and external counsel.
• Deliver general legal support to local operations, including commercial, compliance and corporate‑governance issues.

Required profile

• Law degree from a recognised university; local legal qualification preferred.
• 5‑6+ years of relevant experience in a law firm, public authority or multinational company.
• Experience in at least two of the following areas: EU law, regulatory matters, cybersecurity, telecommunications, energy, public procurement or administrative law.
• Strong understanding of EU and national legislative processes.
• Fluent written and spoken English; Lithuanian preferred, Latvian or Estonian an advantage.
• Ability to work independently across multiple jurisdictions and communicate effectively with international teams.
